Kaliningrad region is a minor Russian exclave situated between Poland and Lithuania. Historically it has been part of Prussia (known as East Prussia). Later it became part of the German Reich, but was handed over to the Soviet Union after the 2nd World War.
In December 2006, President Putin signed a bill stating that as of 2009 casinos would only be permitted in 4 regions in Russia.
One of these regions is Kaliningrad.
Here a dedicated casino zone will be set up, most likely on the Baltic Coast.
